The CCDMD is seeking proposals for the provision of Holiday lighting and decorations together with the provision of power thereto within the Marina Arts District. The Site location consists of four separate areas within the Marina Arts District and the proposal should be structured in four parts to allow CCDMD to select one or more proposals dependent on available budget.

All proposals will be evaluated by the CCDMD. The CCDMD will thoroughly evaluate each response to this RFP with a primary emphasis on the proposed purchase price and consideration of the proposed designs, timetable, and contingencies.

Response to Vendor Questions Regarding the RFP

Peppermint Lane:

  • When is the last time a Peppermint Lane theme was used on Chaparral Street?
    • The Peppermint Lane Theme was first introduced in 1961 and continued until 1963. It was then re-introduced in 2013 and we have continued this theme since.
  • Can we utilize the existing garland for peppermint lane?
    • Yes, the DMD is open to the idea of paying for the labor to install existing material for peppermint lane.
  • Do we have to use Décor Mesh?
    • It is encouraged to have an option in your proposal to include décor mesh.
  • If we are utilizing the Pink and White Garland, can we incorporate DMD brand color ornaments?
    • It would be best to incorporate two cost estimates with your design. A base turnkey service for the pink and white garland and an option for ornaments.
  • What is the condition of existing garland?
    • The DMD will require purchasing replacement garland for current damaged garland.

Artesian Park: 

  • Do you want 5mm, wide angle LED lights, or another option?  
    • 5mm, wide angle LED lights are preferred, but open to other options. It is suggested if you are going to suggest a new item for price or quality, to also include the specified lights.
  • Do you want static lighting, or do you want the lights to twinkle?
    • Static Lights
  • Do you want trunk and limb wrapping, or do you want the lights hung loosely throughout the canopy, and not around the limbs?
    • We ask the Trunk and Limbs wrapped but ask for your guidance and recommendation for the tree canopy. 
  • How many strands/bulbs would you like allocated per tree – 50 strands of 50 bulbs per tree, other?
    • We ask that the firm to provide the recommendation.
  • What type of lights are requested?
    • 5mm, wide angle LED lights with a 3-inch spacing.
  • How many lights are being requested on average per tree to achieve your desired density?  
    • We ask that the firm to provide the recommendation.
  • What is the power source?
    • Artesian Park currently utilizes 3 breakers and runs 20 amps each for a total of 60 amps.
  • Is there a possibility to increase amps?
    • It is possible to increase the amps in the park to 120 amps total, vs the existing 60amps.
  • Will a lift be provided?
    • No, the DMD will not be providing a lift, if operating a lift in the park, the contractor will be liable for any damages to the park. If permits are required, the contractor will need to take care of that.
  • Is it acceptable to use a lift inside the park(s)?
    • Yes. It is acceptable to use the lift in both parks.

La Retama Park: 

  • Is the ornamental sky product from previous years still pretty and able to be utilized?
    • This is a new concept that we are trying to introduce.
  • How will the ornamental sky installation be coordinated with the tree installation contractor’s schedule.  
    • The Ornamental Sky will be installed prior to the installation of the tree. The tree is to be installed on the November 2nd.
  • Please confirm whether the 18’ tree is an artificial frame tree, a panel tree, or a live tree.
    • The tree is a panel tree.
  • The RFP requests “high density” lighting in the trees, can you please indicate what type and how many strands of lights you would like for us to provide and install in the six trees?  
    • We ask that the firm to provide the recommendation.

  • What is the maximum wind shear for the light poles at La Retama Park?
    • We were unable to get this information.

District Garland:

  • Besides the 100 red bows currently owned by the district, are there any other owned decorations or owned light products that the district owns and would like to have considered for use in the holiday program?
    • The DMD owns the following Items
      • 100 Red Bows for District Wide Light Poles
      • Green Garland for District Wide Light Poles
      • Pink & White Garland for Peppermint Lane, the quality of the existing garland is questionable and would require an additional order. 

General:

  • Page 2 of the RFP requests that the contractor provide lights and decor “together with the provision of power thereto.”  Can you please clarify what is being requested?
    • There was a typo within the structure of this sentence. It should have said “to seek competitive proposals for the provision of the holiday lighting and decorations, within the Marina Arts District.”
  • Are you requesting generator power, or is there power at each site to be lighted, and the request is merely for the extensions and associated labor to connect the existing power sources to the decor?
    • We are not requesting generator power. We are only requesting lights in the parks, where there is GCFI outlets near the tree beds.
  •  If power sources are being provided, are they GFCI outlets in bell boxes with code cover for outdoor use?
    • Yes, the tree beds have a GFCI outlet, where power is needed.
  • Does the DMD have the space to store the decor and lights from year to year or are you wanting the contractor to provide storage during the off season.  
    • Yes, the DMD has a facility to store the decorations.
