The district will conduct a public hearing beginning at 9:00 a.m. on Friday, September 15, 2023, at IBC Bank located at 221 S. Shoreline, 2nd Floor, Corpus Christi, Texas 78401. The purpose of the hearing will be to consider the proposed improvement projects and services, costs of the improvements, and the method of assessments for the District as required under Chapter 375 of the Texas Local Government Code. 

The general nature of the proposed projects and/or services are: continuing the Greater Downtown Revitalization Strategy by instituting a clean, safe and beautiful environment; creating a welcoming, well-designed water front; developing a robust, sustainable neighborhood; promoting remarkable, prismatic cultural experiences; and growing our capacity to accomplish the vision. These include but are not limited to signage and way-finding, façade improvements, sidewalk and other pedestrian improvements, lighting, landscaping, parking improvements, park improvements, advocating for and assisting with permitting and planning and zoning matters, capital planning and issuance of debt to fund capital projects and capital equipment purchases. The District is additionally proposing to champion, facilitate, and maintain five key infrastructure projects: Water Street Reimagined, Marina Master Plan & Development, Shoreline Pedestrian Connection improvements, Agnes & Laredo Gateway improvements, and Upper & Lower Broadway Bluff rehabilitation.

The estimated cost of the proposed services and projects annually is approximately between $275,000 to $360,000 for each year in addition to administrative expenses to be defrayed from funds obtained from other sources.

The proposed method of assessment is a maximum of 40¢ per $100 of assessed valuation on the land value and 5¢ per $100 of assessed valuation on improvements of each tax parcel within the District utilizing the most recently certified appraisal roll each year at the time of levying such assessments. The tax rate will be adjusted as necessary to meet the annual budget, subject to the maximum amounts specified above.
